Hey Robert,
A couple that I try to pick are Ol'Joe Clark and Flint Hill Special. I especially like FHS as you can do the lick where Earl Scruggs uses his tuners except on steel you're in A instead of G.........

The Shenandoah, The Pike County, The Dixie, all Breakdown tunes as performed on the five string banjo. And the list would substantially increase if you want to include some Rags and Hoedowns.

I've never seen/heard a steel guitar instrumental associated with the term breakdown. Are there any?

I'm gonna just say " Indian Killed a Woodcock" by Buddy. I've never heard anyone other than Buddy play that tune.

I "breakdown" everytime I hear it .

The worst breakdown is when you wack a knee lever on Orange Blossom Special and it snaps off , flies across the room and wacks the watress in the side of her head then her father [the club owner] comes flying over the bar with "you for lunch" on his mind !!!
Now thats a steel guitar breakdown !!!

The best breakdown on steel I ever heard was Randy Beavers version Of Beaumont Rag. He played it at the TSGA about 1984 or 85 when it was being held at Mesquite in the Shriners building I think. It was the most flawless and tasteful breakdown and speed picking I ever heard, even up to now.
