Can the ground wire from a toggle switch be soldered to the top of EITHER the pot acting as the tone pot OR the pot acting as the volume pot and still be grounding the pickups ?

As long as the ground from the pickup is also
soldered to the pots and the output jack. They should all be grounded together.
