I'm still pretty new to lap steel (as well as playing an instrument in general) and I'm trying to play Kenny Burrell's Soul Lament.

I'm using a six string with the basic c6th tuning (I'd prefer not to change the tuning).

For Emadd9 and Em13 chords I'm playing the 5th string open and the top 3 strings on the second fret which sounds OK. But I can't find a voicing for Am9 to D7 to C13 to B7 that sounds good, how would you play that?

Also, in general, how do you play 13th chords? I know it would vary wildly based on the song, but are there any common positions that you find yourself using often? Without using open strings its tricky to play the root and 13th so what are some strategies for implying a 13th chord?

The first thing you're probably going to want to do is tune string 6 up to C#, giving you the C6/A7 tuning. Therein lie your 13th chords.

Also, don't feel you need to follow the chord sheet to a tee because you are probably not going to be able to. Use 2 note partial chords where you have to.
