Why don't pedal steels have a volume control on the guitar?

They used to. But 99% of them never got used, since we would set them wide open and use the volume pedal.
If you want one and commission a new guitar, EVERY maker will give you one.
They went away because few wanted them.

Another reason that volume controls "went away" was the never-ending quest for highs and more volume that was taking place back in the '60s. Some makers even included a bypass switch for the volume control for that reason, and the general wisdom became that if people wanted to bypass the volume control, it probably wasn't needed in the first place.
