I'd build a stout shipping case: 3/4" plywood, blocks to support the relevant bits, probably some towels or t-shirts to protect the guitar from the wood.
OR, take the guitar as it is to either a UPS Store or FedExKinkos, with their respective guarantees of "if we pack it, it's covered." This last operates under the assumption that the consignee doesn't mind shopping for another guitar, because I doubt it'll arrive in playable shape.
But I don't like the basic premise.

Double box it . First pack it snug in a cardboard box then put that box in another bigger box. Make sure the second box is big enough to float the first box in packing material. I would also put those styrofoam corners in to brace the box in. You may be able to find a used large acoustic guitar shipping box at a music store. No need for a heavy plywood case. Televisions are much more fragile and get shipped all the time.

Personally, I wouldn't ship a PSG without a proper case. Of course, it'll be an added expense, but If it were me, I'd find a way to get a used case. With all the split case builders, (I know they're primarily for D-10 guitars, but there's bound to be a suitable case out there somewhere.

Shipping with a case could be more dangerous than without depending on how it is packed. Think of an egg. Is it safer sitting in a wood box ? It all depends on impact and how the steel is packed to accept the impact. A heavy case increases the potential impact because of inertia and difficulty in handling. If the heavy case is not floating in packing material then the impact on the case is transferred directly to the steel.

I would wrap the steel up completely in heavy duty bubble wrap with extra around the endplates. Put that in a snug cardboard box. Put that box in another box floating in packing material (peanuts..or whatever) with the corners padded and braced a bit extra and you should be good to go. Make sure the steel is floating twice and that nothing shakes, shifts, rattles at all.
