Joe, that might depend on the type of steel that you have. If I remember correctly, MSA's for example located their knee levers at nearly the back apron, which would cause you to use the mid portion of your thigh to engage the knee. With my Emmons, it is located closer to the knee when I put my foot on the volume pedal which is centered on the pedal-rack bracket. Again, as I said, this is not a friction problem with the knee, I believe it's a volume pedal positioning problem made worse by several factors mentioned in Darren Sillito's explanation.
