Do you think that we will ever get Carter pedal steels again, now that BUd is working with ETS? Or has ETS replaced Carter?

To answer your first question, ask Al Brisco, he bought the Carter inventory.
As different from each other as they are, I wouldn't say ETS replaced Carter, except for being the guitar that Bud builds now

Very doubtful. While Bud designed (or at least helped) the Carter, it was John Fabian's company. Bud had actually retired and left Carter before John passed away.
