I got some C6 lap strings from JustStrings. They are:

.015
.018
.022
.024
.030 PF (power flats)
.036

How come the 5th string is a 'power flat' and what's the difference?

According to the S.I.T. website:

Semi-Flat pure nickel wound long scale. Flatter than half flat, but not quite as flat as a pure flatwound. Smooth to the touch, but still good intonation.

I assume they are included in this set to make a smoother sound, without as much bar noise.

Does that mean all the other strings make bar noise? Why did they choose just this one to be different?

I think that's just the way they label the bags. The the 3 low strings are a semi flat wound and the high are plain steel.

The heavier strings that came on my Lap steel are a lot thicker than these I just got. I'm wondering what difference they'll make in tone. Maybe not give me such a deep tone on the lower strings (closest to the belly button)?

I'm a little apprehensive because I haven't changed strings on anything in a long time. Do I change these strings just as I would on a regular guitar? Or should I know something more?

I imagine that your Magnatone was tuned up to open E The low strings in C6th tuning are smaller, but they are appropriate for the notes that they will be tuned to.
These steels sound very good in this tuning. IMHO

Nothing different about tuning up these, other than the notes of the tuning.
