When there are so many free software synths about- or paid for ones that can be used for free (illegally!), why would you bother with samples?
Also, hardware outboard rack synths are so far out of fashion that you can probably pick up a very competent unit such as a Korg X5R ( a nice spacy PCM synth) or a Novation Bass Station (an analogue synth) for not much more than 100 dollars.
I have three good rack synths which have not been turned on for 18 months at least. I use Reason, which I paid for (though many people do not!) and Xpand which came free with Pro Tools- and they were giving away CDs of Xpand at the Music Live Show Last week!
There are dozens of others, both free standing and plug-ins for sequencer programmes.
