One an old ShoBud with only one knee that lowers the low E and the second string D#, can you move the rods etc over to have it drop the high E instead of the second string?

YEs you can> Go for it.
Not knowing which undercarrige you have...if you have any problems...just yell at us about what your not understanding...and someone will help...but it's pretty easy...just see how the other one is hooked up and do it like that.
