But, there are too many words. The two sections would be best titled:

Steel Guitar
Pedal Steel Guitar

Example:
Bread
Corn Bread

Rick,

I think you're right that "Steel Without Pedals" could be shorter.

The term "Steel Guitar" includes non-pedal steel guitar. For example, "The Steel Guitar Forum" includes non-pedal. So I'd say "Pedal Steel" and "Non-Pedal Steel" would be clearer, especially for not very experienced and knowledgeable people like me. Since we already have "Pedal Steel" then "Non-Pedal Steel" would be phrased similarly.

I like Rick's idea:

Steel Guitar

Pedal Steel Guitar

This idea would also follow historical precendent - First came the (Hawaiian) Steel Guitar (acoustic and amplified)followed by the Pedal Steel with rods, pedals, levers, foot pedals, and what-have- you.

It's getting back to your roots.

FWIW I agree with those above who recommend the titles:

Steel Guitar

Pedal Steel Guitar

The "steel guitar" existed for many years before it's evolution to what is today known as the "pedal steel guitar".

The designation "Steel Without Pedals" seems to imply that the pedal steel-guitar was created first, and that the "Steel Guitar" was created later by removing the pedals.

Of course it's just words, but for historical accuracy I believe that the descriptive title "Steel Guitar", followed by "Pedal Steel Guitar" would be better understood by those potentially new players being introduced to the instrument.
