How does one do this? And, more importantly, what does it mean?

Occasionally, I click on MyComputer (Windows XP), go into Documents and Settings, and click on "Local Settings"...this is a shaded folder, so I think it's normally some sort of hidden folder (I have it set to display all folders).

Anyway, I delete everything in the "Temp" and "Temporary Internet Files" folders. Is this the same thing as clearing the cache?
