The instrument is very similiar to the "Hawaiiphone" shown on page 113 of the book The Hawaiian Steel Guitar And It's Great Hawaiian Musicians. The markings are identical to the eBay instrument - same paper strip along the top edge, same groups of strings numbered 3, 1, 2 and 4. The Hawaiiphone has two sound holes and one side has a curve to it.
According to the description the instrument has 16 strings arranged in four groups of four. The strip along the top edge are the fret markers. There are 24 frets numbered 1 through 15 with some numbers repeated. The top group of four strings are tuned to a D major chord: A D F# A. The other sets are tuned to an A, E7 and B7. It is probably designed to be played in the key of A. The top four strings are probably played with a slide while the other sets are plucked or strummed.
