Looks like an old can of Western Electric freon to me. Worth about $1.50. It may even be illegal to use it???

As they say..."Caviar Emptied"! Yeah, this is one "fishy" deal, and nothing, I repeat NOTHING, will repair a worn pot other than a new one (or sometimes, at least, a new block in the wiper arm). I've used every chemical you could imagine, from WD-40, to Freon, to naptha, and while some cleaners will help, most of them remove any trace of lubricant along with the dirt. A pot must not only be clean, it must be lubricated for longevity.

Anyway, if you have to replace a pot every 3 or 4 years, that's still a lot cheaper than the strings or tubes we have to buy, in the grand scheme of things.

From the e-bay page -> "This product Reduces the cost of Doing Repair." hardeeharharhar.

Try some "Leakender 2000"... does the same thing. Actually a little "Leakender 2000" on a pot would keep all the rogue electrons from escaping.
