Bill Anderson had a version of this song, and the steel is very fast, but clean. Could someone tell me who the steeler is. (Maybe LLoyd??)

Definitely not Lloyd...sounds more like Weldon or Sonny Garrish, to me. Russ Hicks played with a similar sound and style for Bill, but I believe this was a little too "early" for Russ. I think that when this was cut (early '60s), Weldon was with Bill.
