Well, the new laws have passed, I guess.

But how about a hypothetical question (to which I don't have an answer).

Suppose that a single musician (or a group of musicians) wish to webcast their OWN music. Music that they've written and recorded. No major label involved. (Or, no label at all).

Do they have to pay a fee to webcast their own music?

If you subscribe to any of the webcast services, yes, you'll be required to pay fees. However, a simple approach to playing your personal music over the web is to start your own website (fairly inexpensive these days) and have MP3's of your music available for whoever wishes to listen.
