Does any one know how I can find out the
year my FENDER lap was made ? Serial # 2164 ?

The serial number on any of these means almost nothing. I've seen higher serial numbers on older ones and lower serial numbers on newer ones.

Your best bet is to remove the tuner pan assembly look under there first. If you dont find a date there try removing the pickup assembly sometimes the person who soldered the wiring leaves a date in there written on masking tape. Also sometimes dates are written under the pickups and if it still has the original pots you can also date it by the codes on the pots.

Email me a picture if you have one and I can probably date it within a year or 2 of its actual date.

Mark,
I've not had any luck posting pictures,
so I'll post one later. Thank's for your help. I was told the 50's but I think it's
the 60's because of the black tolex case
with the orange felt inside .

Here is some case info that might help you track down the date.

In mid-1964, Fender finally moved to a black tolex
case with the (same) dark orange interior. This type of
case was basically used till the end of the 1970's,
with some minor changes. These cases had no exterior
"Fender" logo.
1967: Still used the black tolex case, but now the case
exterior has a "tail-less" plastic Fender logo.

Late 1969: The logo on the black tolex case changes to have a "tail" (a plastic
underline under the word "Fender"). Also the white piping around the leather case
ends becomes more pronouced.
