Looking for a starter pedal steel!

My son has been working for this day for some time - he's finally ready to join the world of pedal steel players. We are trying to set him up with an instrument here this fall.

We are in Georgia; will travel for the right instrument.

Does anyone have any lead on a Carter starter steel or equivalent? Recommended to start with 10 strings, 3 pedals and 4 levers...
