...On standard E9, having a fourth pedal that drops 9 & 10 down a tone and a min 3rd respectively.

1 F#
2 D#
3 G#
4 E
5 B
6 G#
7F#
8 E
9 D - - C(B#)
10 B - - - G#


...with Es lowered to D# it would yield a G#7(#9)
not dissimilar to a Pedal 8 voicing in a higher register
Placed beside the C pedal you'd have G#dom11...

seems very useful but I don't think I've ever seen this...

Well no but , just a few minutes ago I added a change to my guitar , drops the 10th string from a B to a G# . Looking for a way to get that E9th chord , G# D F# B , low to high . Strike the two lowest notes with my thumb and fingers 1 and 2 for the F# and B .
