Help! As you can see this one control finger is not where it should be. Sticking out further than it should. Causing tuning issues.
 Any ideas?

I have two changers out right now and one of mine was doing the same...it looks like the lower part of the scissors is not returning properly or something has let loose...or one other possibility that something is caught down there (this is what happened to mine) It was a string ball. take a flashlight and look down the finger and scissors and see what you can see

John,
The problem may be within that individual changer finger..
You will need to drop that finger out and inspect, (the changer finger has been bent slightly out of shape,) I had same problem, I bent the changer finger back but, I also ordered a new one from Al up in Canada as a backup.
So You can probably bend that section back into place and repair it once it’s out of the Guitar. Use one of the good ones on your Guitar as your guide when making the repair…
Fairly easy repair. Just takes awhile to tap the axle out enuff to drop the finger in question.
Also keep an eye out for those thin washers on the Changer axle between the fingers, and be careful around the fingers brass connecting rivet.

| I had the same issue, caused by broken string ball. Luckily it was on First see t string and could slide that finger off the axle to replace it. |

LOOKS like the lower scissor or the part of the changer finger (shown) that "reads" from it may have worn out. I don't see any other explanation on how the finger and scissor may have slipped from another.
A couple of good close-up bottom pictures may be of help.
Assuming this is an E9th neck, the 8th string E... the 4th string could be near the same wear.
So, I am afraid the changer will have to come out... de-rodding the guitar (marking each rod as to bell-crank and changer position and taking pictures of the tuning end of the changer for re-instalation).
Al Brisco in Canada MAY have changer parts still available (?).
Else, these parts can be replicated in small machine and tool shops.

Have you turned the guitar over? You need to check underneath, Check the Lower Return Springs if the guitar is All Pull.
If a lower Return Spring broke or jumped out of the lower Lever Anchor Hole, Or stripped its anchor point. Could be the cause.
Loosen the String very loose, Move the changer levers around, Take a Bamboo Skewer and work the changer finger and the lower lever to catch the finger, Then replace the Spring. Retune the string.
If the Spring is the problem, Rather easy to fix.
Next will be pulling the changer looking for a broken or bent part.
