It's an oldie, for sure, but one that always sticks in my mind. The guitar work by Al Viola is excellent, though his name and music are seldom heard these days.

Had to jump in again because I can't believe I forgot this one..."You Don't Know Me", a beautiful song written by Cindy Walker. A local singer and guitarist (Chick Hall) always did a great job on this song, and I requested it whenever we crossed paths. Here's a good version by Michael Grimm:

Not necessarily “never”, but maybe some of these big hit songs about longing and envy fit your criteria?

It’s Only Make Believe
All I Have To Do Is Dream
Cherish
Chestnut Mare (Dylan/Byrds)
She’s The One (Springsteen)
Jessie’s Girl

Not a love song, but it’s about something that didn’t happen:
Almost Cut My Hair (CSN&Y)

There must be tons of them. I only know lyrics to the 60’s and 70’s songs I grew up with, but I would think the sentiment in question is universal and timeless. Weirdly surprised I can’t think of any country songs.

"They Never Met" is such a wonderful '60s suburban tune by one of my favorite songsters. The album title, "I'm Everyone I Ever Loved"
is almost a 'never' sort of thing in itself. Perhaps it's a summary of incarnation, but I think it's more of a superlative ego.
