I've seen it done in pictures on this forum, just looking for tips, tricks, and advice.

I don't know if it helps, but for the E9 neck, pedals 9 and 10 raise and lower the Es.

You might try Jim Palenscar. He was working on a cluster like setup that I asked him about using on my Fender 400. He showed me a prototype that looked pretty sweet. At that time, I don’t think he had made quite completed final tweaks and designs.

There are some folks in this Forum that know Fender steels but you will find more readily available info on the Facebook Fender Pedal Steel page. You’ll find files about tuning, lubricating and maintenance. Manuals, too.
Almost any knee lever kit from any brand of steel can be adapted with cables or other means to work on a Fender, with some help from your local hardware store. There are other more crude methods that work pretty well, too.
