Bobby Flores used several steel players from the Texas scene, in this period in Edna Texas it could be Craig Schmidt. I some other videos around that period he mentions Craig's name.

One of the best and left us way too soon. He knew how to do a country song. I do think he cuts it close on the sips of water just before he has to sing again. I keep thinking, he'll never get that down in time to sing at the right time, but he always does. Obviously, his sense of timing was exact. RIP

I would bet on Craig Schmidt. There is another recording on line showing more of the Edna TX. Opra. One has Randy Boyd, Craig Schmidt, and Bobby Flores playing their steels together and separate. A good one to watch.
