What are the dimensions on a 5/8 axle for the finger spacers on a Permanent? Rebuilding one and it's missing the spacers

I don't know anyone alive that would know that dimension; other than Harry Jackson and Johnny Cox.

Could you put the fingers on the axle, space them to fit the centered string spacing of a strung guitar and measure the gap between the fingers to see the thickness of the spacers?

1: measure the distance between the axle mounting blocks
2: measure finger thickness
3: multiply finger thickness by number of fingers
4: subtract #3 from #1
5: divide #4 by number of fingers plus one,
6: #5 is the nominal space you have for each washer...subtract .002"-.004" from #5 and you'll be in the ball park

This assumes that everything lines up with the fingers centered in distance #1 and that finger thickness (#2) is consistent. If not, you've still got a decent starting point from which to adjust from.

My fingers weren’t as smooth between fingers as they could have been. I sanded them down with 1000 grit and used smallest spacer possible and tri-flow. The fingers now move freely. It only seems to really matter if you are adding knees that lower since they need to return without getting hung up on other parts. Check the rod holes in the finger for rough spots as that can hang up more than the sides of the fingers. I wrap a drill bit with sandpaper and use that with a drill to clean up those holes.

If the sides of you fingers are smooth, try it without spacers.

I had new fingers made so that I could have three holes in each finger for more options. Mine is an early 60’s perm.
