I don't know for sure, but I would think it would be Bruce Bouton?

Either Bruce or Steve McClure. Steve McClure was Garth's touring steel player in the nineties, while Bruce Bouton played steel on his records. Bruce played steel on Garth's tour in 2016, but I wonder if Steve McClure has rejoined the band on steel.
