Push Pull pedal rod clip

I am new to Push Pull steels. I noticed that the clip that secures the pedal rod, does not clear the Pedal rod for pedal #2. After I t line up the hole , the clip bangs against the rod.

Rather than rotating to hold the rod in placed it
butts the rod.

the clip does not appear to be bent that I can tell..
