I'm wondering if I can use a MIDI controller to key in my cords with BIAB?

It is possible but I haven't done it myself.
The controller needs to be recognized by Band-in-a-Box so you can select it as a "MIDI Input Driver" in the MIDI/Audio Drivers Set Up window.
Then you enter chords onto the chord sheet by first playing the chord and then pressing both Control and Enter keys (Ctrl+Enter) at the same time (simultaneously) on the pc keyboard.
