Anyone have reccomendations for replacement tuners for a 1939/40 Richenbacher NS Lap Steel, 3 in a row?

Stewart-MacDonald has a wide range of tuners. You'll have to measure the ones you have to see if their replacements will be an exact fit or not.

If you're just having problems with the tuning knobs Stew-Mac sells replacement knobs that are pretty easy to install.
