Hi Bill, I think it was Hal Rugg! I used to have that L.P. Ronnie's Tribute to Jim Reeves! It was a Great L.P. There were a lot of Great Musicians on the album. I remember Hal Rugg was at least on part of the album. Came out about 1981-1982 era

Bill, Wikipedia lists Hal Rugg and John Hughey on the album. Take your pick. Ronnie can sure belt out a ballad. Many of his recordings had some great steel. My late wife Judy made me learn Houston Solution from an early Milsap record. Great stuff.
