It definitely has pedals. Whether the guy or the guitar in the video has any relation to the sound we hear is another question.

You're not hearing the Framus in this song. The steel was played by studio guitarist Frans Doolaard, who used his home-built pedal steel guitar. In the video you just see a bandmember playbacking on steel.

How many pedal steels did Framus make? That one that Frank plays sounds great, and he doesn't use thumb and fingerpicks!
