i have a bunch of foot pedals of various brands, all used. i plan on refurbishing them cosmetically and changing out pots with mil grade wire pots where needed.
some of these i would class as antique due to age. the issue i have is what are pedals going for as ebay is not a good indicator of value. as case in point, a dude was trying to sell a carter starter for 1700 dollars claiming it to be very rare.

When you search Ebay, search "Sold" items in Completed auctions. Anything else from Ebay is worthless.
If you join Reverb, you can search past sales as well.

Just like any older collectible, the original innards are going to keep the value up. Don't know if the time and $$ spent on refurbishing would pay off. Most good music stores have shelves of used pedals. Look at Craigslist for what stuff is going for, too.

What Bobby Snell said.

Changing any innards would most likely be a bad move in the eyes of a collector.
That is, if you disclosed that you changed out some parts to begin with.
If the pots are bad (scratchy) they may just need some contact cleaner (the safe for plastics kind).

If you just want to sell them for top $$$ I'd just sell them as is.
Disclose that the controls are scratchy/whatever and the buyer can figure out what they want to do.

Excellent advice, IMHO.
