I'm wanting to try to use my C pedal to drop my 9th string a whole step. I use my RKL to drop my G#'s for minor chords and I'm rarely using my C pedal since making that change to my copedant.
Is it possible to use a pedal to lower a string? Is it just a question of moving the rod? I've searched some on the forum and what I've been seeing makes it sound reasonable (although I expect to hear many arguments for not giving up my C pedal!)

Move the pedal rod to one of the bottom holes in the changer.
