Hello, does Fender make an extention cabinet for the Mustang 4 amp? If not could I run line out in to a powered monitor?

If there is an external speaker out, then yes you probably could. Check you manual for the impedance requirements. And yes, A Line Out can be used to drive a powered speaker.

There is no external speaker jacks on the IV so you would need to go to another amp/speaker system to get another speaker attached to this and preferably it would be stereo in order to get the best out of the presets.

Lot more gear and setup.
