If I put string benders on a lap steel is it still a "Steel without pedals"? (Palm benders, pull strings and the like do not have foot pedals)

If not perhaps this post is in the wrong topic heading...

I would like to add two hand operated string pulls to one of my steel guitars. I am really only looking for one thing: That classic sound of a V-I (major chord change like *E to A) On a pedal steel these are called the "Issac's" pedals, I believe named after Bud Issacs.

For example: open they would pull a G# to an A and B to a C#.

If any forum members have suggestions (pictures) of the best way to do this please post a response.
