My volume pedal is not going up and down as smooth as it once did.I think it needs to be lubed up. Can anyone explain how to do this? Thanks

What kind of volume pedal do you have? It may not be a lubrication problem but something else.

Once a year, a drop of oil on either side where the pivots are, and a half-drop of oil on the pot shaft (if it has a pot) right at the bushing. And also, on the shaft of any small rollers that it might have.

Generally, any mechanical part that moves should be lubricated unless the manufacturer specifically says "Do Not Oil".
