I own a Carter S12 with the most requested tuning. String 6, an open E, is lowered to a D note by pedal 6 and an Eb note by RKR. When I press only pedal 6 I get a D note. When I press pedal 6 and RKR I still get a D note. How does that work mechanically?

I assume you mean string 8, not string 6.

The pedal/lever that moves the changer the furthest "wins". Your knee lever lowers the E to D#. Your pedal lowers it further to D. Since you've already passed the D# stop, the knee lever has no effect.

Watch the 8th string changer finger closely as you work the lever and pedal. You'll see what's going on.

Releasing the pedal with the lever engaged should return you to the D# stop, in theory. In practice, it might be a bit out of tune due to the sudden changes of crossbar stress.
