If you had a 4 pedal 4 knee guitar and wanted all of the following changes, which change would you put on the floor pedal and why? This 4th pedal is to the right of the C pedal so the right foot could use it with ABC peds if needed.

E raises
E lowers
B to Bb lower(s)
1,2,7 raises
2 and 9 lowers

I think the candidate for the floor is the 1,2,7 raise, if it is to the right of the ABC. That pedal has less interaction with the AB than the others.
If you can put the zero pedals to the left ABC, then you would want the B to Bb. Having that change next to A gives you the minor chords with descending bass. And augmented. And it would put your 1,2,7 raise back on a knee.

Why not have a 5th lever? Every lever has usable interactions with ABC.

Pedal steel is a series of compromises. You have to propioritize what changes are most important to your playing style. And make a decision on what you can do without.

I believe Travis Toy puts the B to Bb change on a "Zero"pedal (all the way left, next to A on an Emmons configured guitar). It looks and sounds like a very useful place to have that change.

I have 5 lower on p4, I don't use often more likely to move down one fret and raise 4+6.

I put strings 3 and 6, G#, 1/2 step lower on the the 4th pedal to get the minor of the root.

Agree with John G. - if the extra pedal has to be P4, I'd put 1, 2, 7 raise on there because (at least for me) it interacts less with AB. As he said, if I could move ABC to 234, I'd put B=>Bb on P1 because there are a lot of uses for it with AB and the E-lever, which I put on RKL, Sho Bud style. I realize the physical layout may not permit this.

Your call, but I find 1, 2 raise (full, half respectively) and full-tone 6 full-tone lower more useful than 7 raise, at least if it's on the opposite knee from the E-lever.

It could be P0 or P4. My original thought was that the P4 slot offers right footed use which means that change can be combined with any of the left pedal and knee functions. (ABC + E raises and lowers in my case) I might also be able to use P4 with RKL but certainly not with RKR.
