I am thinking of upgrading to a e9 with a vertical lever
to lower the b strings a 1/2 step. Will this automatically
give me a 1/2 step raise in conjunction with my pedal raising them a whole step? Do I need a tunable split on the guitar to make this work? I am half pedaling a lot now but I go out of tune when I start having too much fun.

Yes, you need a tuneable split to make it work, unless you tune the lower only for the purpose of dropping a half tone when the A pedal is engaged (in which case you won't be able to use the lower by itself). You can get the same voicing of the minor chord on strings 3,4,5,6,8 and 10 by sliding up one fret from the A-B position,releasing pedals and lowering your "E"s.

What kind of guitar do you have?
If you don't have the endblocks drilled for the screws, when you rig the knee lever, add a rod on the bellcrank that goes to the raise scissor.
Tune the C note of both the pedal and the knee first with the nut in the lowering scissor, and then the A# will always be flat.
Then tune the A# note with the raise nut operated by the lever.
