Here is some info I found that might shed some light on who is playing Steel....
The Ozark Jubilee cast was originally headlined by Wanda Jackson, Norma Jean, Bobby Lord, Webb Pierce, Marvin Rainwater, Porter Wagoner and Slim Wilson, who was also front man for both the Tall Timber Trio, made up of "Speedy" Haworth (guitar), Bob White (bass guitar) and "Doc" Martin (steel guitar); and the Jubilee Band, composed of Haworth, Martin, White, Johnny Gailey (drums), Paul Mitchell (piano) and Zed Tennis (fiddle). Featured vocalists included Leroy Van Dyke, Suzi Arden, Chuck Bowers, Sonny James, Tommy Sosebee and Tabby West.[19] Singers Hawkshaw Hawkins and Jean Shepard, who met on the show, later married |

Sounds like Red calls in the steel player with "Play that, Mister Wimberly".
But I think Bill Wimberly is the drummer and bandleader. So I guess Red is referring to the drummer when he speaks, even though it's a steel ride.
Unless maybe the steel player is another Wimberly?
I don't recognize him. Curley Chalker and Gene Crownover were both in Bill Wimberly's band at one time and they made some great recordings with him, but this guy is clearly someone else.
The guy looks halfway like Tommy Jackson.
It could be Doc Martin, but this guy looks younger than Doc in the clip below. Martin was playing professionally in 1946 and the guy in this clip doesn't appear to be old enough to be Doc in the mid 1950s. Doc is at least 95 if he is still living, born circa 1920 or 21--and would have been in his mid 30s when this "Tennessee Border" was filmed.
