Does anyone know what the jazzmaster style pickups measure in ohms on the older 400s? Also, what do the later ones measure?

Dave, as I recall, the few older pedal steel pickups (8-string) that I've measured were between 7k and 7.2k. The newer (narrow) pickups measured slightly lower, around 6.2k to 6.4k. With all other factors being equal, that's probably just enough difference to notice, but not enough to be really significant, given today's amplifier capabilities.
