DeArmond Model 610 Volume/Tone Pedal Question

I have one of these in mint condition. I understand that the geared setup does not allow for full travel of the volume pot. Question is: I've adjusted it to get the pot to be "full on" when the pedal is depressed, but there is still quite a bit of volume loss. Is this normal for these pedals? I know there are ways to compensate (easiest is to turn up the amp lol), but I want to make sure that mine doesn't just need to have the setup tweaked.
