Who built the most?

Any ideas on who built the most pedal steels? Emmons, Sho-Bud, MSA ?

Of the three listed, my guess would be the original MSA company. Carter may be second (including the Starter and Magnum in the group), they built quite a number of guitars over the few years that they were in production.
