The steel guitar is the perfect instrument to compliment vocals. While the armpit guitar may be better suited to provide a steady groove and lay down the chord changes, the steel guitar's sweet tone and sustained notes add the harmony and orchestration to fill in all the holes.
The "Call and Response" musical form that is prominent in Gospel music (where the choir or congregation answers the lead singer) can also be very effective in many other song styles.
Here is a tune where I demonstrate some Lap Steel fills that answer the vocal lines, and lead back into the melody.
