Question hi. I have a dumb question.i have an Emmons p/p, #1144D. I can't lower my 4th string on the e9th. I think it's because the raise is to tight.how do I adjust the raise? is it the spring length? I apologize for my ignorance, but there aren't to many people around here (western Massachusetts) to ask. I thank the good lord I found the forum. thanx.

You have the raise on that string set too tight. You have to have some slop in the raise rod in order to make the lower work.

Definitely just a slack issue. Read this thread: http://bb.steelguitarforum.com/viewtopic.php?t=205028

If you still need some help you could get a hold of Tommy Cass, he's an hour from Boston in Baldwinville http://bb.steelguitarforum.com/profile.php?mode=viewprofile&u=1477

It's essential that there is enough slack between the 'C' pedal raise bellcrank and the raise rod collar, to allow the string to lower a half-tone

excellent !

PP's can be strange, but if we take a breath and think about it, they are simple. A few weeks back I adjusted the E raise lever so that it limit the flop down when in the case, a very small adjustment prevented the E Lowers from working ! It puzzled me for a few minutes then I realized that the adjustment I made took out the "slop" when the lever was just hanging under the guitar ready for action. I added the "slop" back in and the E Lowers worked perfectly again.
