Buddy also had this sound on George Straits" When did you stop loving me". It always gives me chills when I hear it.

What sound do you mean? A little thinner? Hes got a great tone going here. I wonder which amp he is pushing?

Perhaps they're referring to how the steel just 'cuts' and projects with its tone.

somehow I think the tone is, regardless of the guitar and amp is just Buddy in the song. The absolute genius of playing the right note in the right place with the right tonal voice for the song. Hence his genius. JMHO
