I do not know nearly enough about this guitar; maybe someone here will.
What I do know is I paid $700 for it. I'm looking to get $550 out of it.
Buyer will need to pay shipping from Nashville, TN.
Very cool, fully functional, vintage pedal steel. 
Comes with an old Fender Steel hardshell case.
This guitar could very well be an awesome piece of history.
However, I have been using it live and on recordings as a player guitar, not a collector's item.
The person I bought this from believed this to be a possible early Sho-Bud Prototype.
Unfortunately, that is the only info I have had to try and date or identify it
I have not yet confirmed it's origin; there are no brand markings.
10-string E9 tuning. pedal 1 raises both Bs to C# pedal 2 raises G# to A
Left Knee Left raises the high E to F
Right Knee Right lowers D# to D
Right Knee Left lower both Es to D#
Plays Well! Tunes up and stays in tune.  
Really great sounding pickup, wish I could yank that out and keep it!
