I have the Franklin pedal setup on pedal 4 of my Mullen RP but only lowers 6 & 10, but can get the 5th whole step lower with LKV. I like to use that x lever to get the minor chords but have to feel that half step and rarely get it in tune. My question is should I add a rod to the 4th pedal to lower the 5th sting to A and detune the x lever to only get only the Bb.

Any suggestions would be greatly appreciated.

I'd not only do that, but I'd put the 6th string drop on a knee, one that you can use concurrent with the E lowers.
You could also put a half stop on the LKV
