I bought a pair of Peavey 115 E's, and they have two jacks on the back of each cabinet. Why are there two jacks on these cabinets. Which one do I plug into?

It doesn't matter. They are bridged together. Use either one.
Some speaker cabs have dual inputs for daisy chaining or whatever. I don't know why Peavey chose dual input dishes for these. Convenience, I guess. Maybe standard issue for them. |

The two jacks are there so you can daisy chain the two cabinets together, if desired. |

Plug into either one, plug from the opposite to another cabinet. The minimum power amp impedance would be the determining factor at that point. No harm done. |

And Jerry, I really like what I am getting out of them so far.
I have another question. Using these two speakers, can I run stereo? One with effects and one without effects? Is there a way of doing that? I'm using a Telonics rack mounted preamp and four stomp box pedals.
And, could I use one of those speakers with my Webb amp as a stereo set up also? |

Mark, it depends on your power amplifier.
If it is a stereo power amplifier like the Telonics PA4200, you can connect both the left and right channel outputs from your preamp to it and you can indeed run stereo.
If your power amp is a mono power amp, connect its input to the Left/MONO output of your Telonics preamp, then daisy-chain your two speakers together (this connects them in parallel), and run both speakers in monaural mode.
Assuming you have the same type of speaker in each cabinet and assuming they have the same type of voice coils, connecting them in parallel will half their impedance as seen by your power amp (if they are 8 ohm speakers, the combined parallel impedance will be 4 ohms). It is important that you do not connect a combined impedance lower than your power amp is rated for. Many amps amps don't like loads lower than 4 ohms, but some amps work fine down to 2 ohms.
You need very good connectors (like Speak-On connectors) to run high power with 2 ohm loads because the peak currents are very high and you will lose power due to the resistance of the connections. Normal 1/4 phone plugs and jacks are actually rated to only an amp or two and we exceed that all the time, then wonder why we have problems......
Of course, in the case of "stereo", unless you have stereo pickups on your guitar with Left and Right outputs and a stereo pedal, you will be sending the same mono signal to both channels.
Otherwise you will only have "pseudo-stereo" "if" you have an effects unit which generates pseudo stereo signals. In that case whatever your effects unit sends the preamp from its Right and Left channels will be routed to the Left and Right channel outputs from your preamp.
