I've been looking at National New Yorkers lately and it occurred to me that there seems to be no access to he volume pot (the one that is on the treble side of the guitar)

Is it possible to access this without major surgery?

The answer is basically no,its a big pain, you will need to remove the whole top celluloid top ,pickup etc .Some have a spit around the 12th fret ,mine I had to cut thru to remove it .Unless you have a problem just leave it,I am assuming its the model with the hidden pickups. Cheers
