the 4th string machine head on my S10 seems perfect when off the guitar,no slack, turns smooth,and is greased, but when strung is almost impossible to turn,I have checked the casting it goes thro and it does not appear to be binding, any ideas please,

Troubleshooting 101: have you switched it with the one next to it and restrung? if so does the problem move with the tuner? if the problem moves it's the tuning key... Kluson?
string tension can pull a failing tuner shaft out of line; it may work fine "off the guitar", but once the string is pulling against it it fails...
